π’πŽπ”π“π‡π„π‘π π‹π„π˜π“π„| In its ceaseless commitment to promote sustainable livelihoods and uplift the lives of marginalized fishing communities, the Bureau of Fisheries and Aquatic Resources (BFAR) Region 8, through the Special Area for Agricultural Development (SAAD) Phase II Program, distributed fishing gears and paraphernalia to the Kahugpungang Pwersa sa Sektor sa mga Mag-uuma og Mananagat Alang sa Kalambuan (Ka PWERSA) of Barangay San Ramon, San Ricardo, Southern Leyte on October 17, 2025.

A total of 67 members of the association received 67 units of squid jigger and multiple handline fishing gears worth β‚±245,179.80, designed to enhance their daily income through sustainable and passive fishing methods.

β€œDi na gyud ni siringon nga SAAD, kundi natuman na gyud,” expressed Mr. Rowvic Docena, Provincial Fisheries Officer (PFO) of Southern Leyte, in his message of assurance and encouragement to the SAAD Phase II Program beneficiaries.

(This can no longer be called just a PROMISE, because it has truly been fulfilled.)
Further strengthening the support, the PFO Southern Leyte and the Local Government Unit (LGU) of San Ricardo, through Mayor Femilyn S. Domingo, also announced the forthcoming delivery of fiberglass boats to the association in November this year, pending clearance for heavy cargo transport across Liloan Bridge.
San Ricardo, classified as a 5th class municipality and among the top one-third poorest municipalities in Southern Leyte with high poverty incidence (Philippine Statistics Authority, 2018), qualifies as one of the beneficiary sites under the SAAD Program Phase II.

In Southern Leyte, 11 fisherfolk associations from the municipalities of San Ricardo, Pintuyan, San Francisco, Libagon, San Juan, Anahawan, Hinundayan, Tomas Oppus, and Limasawa have received livelihood interventions such as tilapia pond culture, bangus cage farming, fishing gears and Fiber Reinforced Plastic (FRP) boats to enhance their productivity, strengthen their organizational capacity, and ensure sustainable sources of income for their families and communities.
